Safety in the workplace should be taken by heart: DOLE-7

Cebu City, Philippines.Internalize safety and health in the workplace. Take it by heart.

This was the message of Regional Labor and Employment Director Salome O. Siaton yesterday to the more than a hundred employers, who attended another orientation on the Implementing Rules and Regulation (IRR) of the new OSH Law.

“The bible in the workplace in terms of safety and health is the Safety and Health Program, which should be approved by the DOLE. But that piece of document will remain in paper and is therefore useless when not religiously implemented,” the new Director said.

Taking everyone’s safety in the workplace by heart entails not only coming up with a commendably crafted safety program but also an efficient and effective implementation of everything that’s reflected in there.

Siaton reiterated the DOLE’s solid stand on never compromising the safety and health of the workers saying further that, “Monetary claims could be possibly negotiated. But the lives of the people working in every establishment, big or small, can never be compromised.”

She called on the management sector to take safety and health seriously while putting emphasis on the effective implementation of its safety program as its primary responsibility.

“I’m happy to see all of you,” she said before the companies in attendance. “You are the first group of employers that I met since my assignment here at the DOLE-7 took effect on March 4, 2019. I’m still new to the terrain of this Region. I’m still getting myself familiar with how best things could be carried out. But with your overwhelming attendance, I have a feeling that we will be able to work closely together,” said Director Siaton.

She went on congratulating the Cebu Provincial Field Office (CPFO) led by Chief Maria Grace V. Diaz and the Technical Support Services Division- Labor Relations and Standards (TSSD-LRS) led by Engr. Vicente D. Abordo for successfully convening employers, who mostly came from the Cebu Province area.

The new Regional Director likewise thanked ITC-Construction for also taking its part in making the conduct of said orientation possible.

Assistant Regional Director Lilia A. Estillore, for her part, urged participants and the rest of the companies in Central Visayas to abide by what the law requires.

“To be very honest with you, we don’t want to see you at the DOLE’s office because of your cases. Compliance to labor laws would be at your advantage, really. We are hoping that we could work together in promoting the safety and health of the workers in every workplace,” she said.

Engineer Melanie Banayos of the DOLE-Bureau of Working Conditions discussed the details ofDepartment Order No. 198, Series of 2018 otherwise known as the Implementing Rules and Regulations (IRR) of R.A. No. 11058 Entitled “An Act Strengthening Compliance with Occupational Safety and Health Standards and Providing Penalties for Violations Thereof.”

Said IRR took effect on 25 January 2019.
