Submit DOLE certification application online; workers told

Cebu City, Philippines. Workers who have been involuntarily separated from work may secure the DOLE’s Certification as proof of unemployment, a requirement by the SSS for the availment of the grant of unemployment insurance or involuntary separation benefit.

DOLE-7 Regional Director Salome O. Siaton noted of the surge of queries regarding the availment of the of the SSS payment of unemployment insurance or involuntary separation benefit.

“We have received a lot of queries coursed thru our hotline and at our official email. For the information of everyone, the main role of the DOLE at this point in time is to issue the Unemployment Certification upon completion of the requirements,” she said.

It is mandatory, she added, for all employees including the Kasambahay and Overseas Filipino Workers (OFWs), who are covered for the grant of unemployment insurance or involuntary separation benefit to apply for DOLE certification of Involuntary Separation.

To be involuntarily separated would mean that separation was due to the following, namely: (1) Installation of labor-saving devices; (2) Redundancy; (3) Retrenchment or downsizing; (4) Closure or cessation of operation; or (5) Disease/Illness of the employee whose continued employment is prohibited by law or is prejudicial to his or his co-employees’ health.

Requirements for application would include the following, namely: (1) photocopy of one valid ID and (2) Copy of the Notice of Termination issued by the employer. In the absence of the Notice of Termination, a duly notarized Affidavit of Termination of Employment will do.

Employees, who are involuntarily separated may file their application at the DOLE Field or Provincial Office, where their company or employer is located or where their employees reside.

In the case of OFWs, they may file their applications at the Philippine Overseas Employment Office (POLO) where their employer operates or at DOLE or Field Office where the OFWs resides.

“However, due to the situation confronting us these days, we recommend for all applications to be submitted online. Applicants may send their applications with attached requirements to,” clarified the DOLE-7 Head, adding that it is now the Regional Office taking charge of forwarding the application to the appropriate Field or Provincial Office for appropriate action.
