Formal sector workers need to apply online for CAMP Bayanihan 2

Cebu City, Philippines. Applications for the one-time availment of the Php5,000.00 for the qualified workers in the formal sector under the DOLE’s Covid-19 Adjustment Measures Program (CAMP)-Bayanihan 2 have to be done online.

DOLE-7 Regional Director Salome O. Siaton said that unlike the CAMP assistance under Bayanihan 1, this time, applicants will have to access www.reports.dole.gov.ph and encode their applications.

“There is no need for the applicants to email to us their applications anymore. Once at the website, all they have to do is select the specific transaction in the Apply for Camp Financial Assistance section,” said the Regional Director.

Applicants will have to choose any of the following: Apply as Establishment; Apply as DOT (Department of Tourism) Accredited Establishment; and Apply as Displaced and Temporarily Laid-off Workers.

If applying as an establishment, clients must have an Establishment Reporting System account or must register first to continue the application. If applying as a laid-off worker, the client will simply supply the data needed.

Private establishments eligible to avail the program are those that have retrenched workforce or have implemented temporary or permanent closure due to the COVID-19 pandemic, including those who are in a contracting/subcontracting agreements and centralized human resource/payroll systems.

Private establishments that have temporarily closed or temporarily laid off workers shall submit payroll or any of the following alternative documents: Worker’s pays lip or verifiable handwritten pay slip; Proof of payment of wages via logbook or ledger; Employment contract; Cash voucher or petty cash voucher; Authority to debit account sent by employer to bank for the wage of employees; SSS, PhilHealth and Pag-IBIG Alphalist or list of remittances; BIR Form 2316; or List of employees with 13th month pay.

For establishments that had permanently closed, Notice of Closure stamped received by the LGUs should be submitted along with the aforementioned document/s.

Workers who were retrenched and temporarily laid-off due to authorized causes can apply individually subject to the submission of documentary requirements involving the following: Clear photo of himself/herself holding a valid government-issued ID; Certificate issued by SSS that the applicant is not a recipient of any financial assistance from said agency OR proof of SSS Notice of Denial such as screenshot of email; and Proof of unemployment (i.e. Certificate of Employment, Notice of Termination, or Affidavit of Termination of Employment).

“Applicants will be provided with a Tracking Number to check status of their application through https://reports.dole.gov.ph/. This time, tracking the progress of their application is made easier. They don’t even have to call the DOLE anymore but just log in to the website,” added Director Siaton.

She clarified though that priority of the CAMP-Bayanihan 2 are the Micro, small and medium establishments who applied for CAMP on or before 15 April 2020 but did not receive any financial assistance under BAYANIHAN 1.

Also will be given attention are other private establishments that are not categorized as micro, small and medium establishments who applied for CAMP on or before 15 April 2020 but did not receive any financial assistance under BAYANIHAN 1.

“We will also be giving preference to the Micro, small and medium establishments that will apply for the first time under BAYANIHAN 2 and the other private establishments that are not categorized as micro, small and medium establishments that will apply for the first time under BAYANIHAN 2,” explained the Regional Head.
