DOLE releases 7.5 Million for TUPAD

Cebu City, Philippines. A total of 3,522 beneficiaries all over Central Visayas benefited the Tulong Panghanapbuhay para sa Ating Disadvantaged/Displaced Workers, known to many as TUPAD, as the Department of Labor and Employment (DOLE-7) disbursed the amount of Php7,553,696.00.

As of 19 November 2020, the disbursed funds, said DOLE-7 Regional Director Salome O. Siaton, would cover the salaries and wages of beneficiaries working in the different provinces of the Region amounting to Php7,184,880.00 as well as their Group Personal Accident Insurance coverage of the GSIS reaching Php368,816.00.00.

Beneficiaries will work for four (4) hours each day for 14 days for any of the following, namely: Delivery of essential goods and services; Packing of relief goods and other related tasks assigned by the LGUs; Preparation, design, dissemination, posting of information and educational materials especially in the rural areas; Transport services for setting up of mobile markets; and disinfection/sanitation of community and other public facilities.

“The amount we recently disbursed will cover beneficiaries’ salaries for the first 5 days of their 14-day work period. The remaining 9 days will be paid once work is completed,” added the Regional Director, saying further that some of the beneficiaries have already claimed their salaries as the DOLE-7 ensured to support the commitment of Secretary Bello to start releasing TUPAD salaries by 15 November 2020. 

For the entire duration of their work, beneficiaries would be paid Php5,656.00 or Php404.00 per day. Currently, Siquijor has 177 workers benefited, while Bohol registered 65 workers covered. Cebu Province has 1,882 workers benefited and 397 for Negros Oriental. The Tri-Cities have collectively tallied 1,001 beneficiaries with Mandaue City tallying 801 beneficiaries and Cebu City with 200.

Workers’ wages could be claimed at the DOLE’s partner money remittance center. Some of the beneficiaries have already claimed their salaries.

“This program is the DOLE’s contribution to the government’s pursuit of a whole-of-nation approach in the implementation of recovery and rehabilitation measures to cushion the pandemic’s impact on the economy and society under Bayanihan 2,” added the Regional Director.

Under TUPAD, workers in the informal sector particularly the unpaid family workers and self-employed workers with elementary occupations who were displaced or whose earnings were affected due to the COVID-19 pandemic will be provided with temporary wage employment.

But according to Director Siaton, the program is specifically giving priority to the workers in the informal sector affected by the pandemic, who applied on or before 30 April 2020 but were not assisted under the TUPAD Barangay Ko, Bahay Ko (#BKBK) Disinfection/Sanitation Project and TUPAD as post-enhanced community quarantine (ECQ)-intervention.

The primary requirements for TUPAD applications are the Letter of Intent; TUPAD Work Program; Summary List of Beneficiaries; and the Contract of Service between the DOLE and the TUPAD workers.

Under Bayanihan 1, the DOLE implemented TUPAD Barangay Ko, Bahay Ko (#BKBK) Disinfection/Sanitation Project and TUPAD as post-enhanced community quarantine (ECQ)-intervention.  As of September 2020, a total of 28,742 informal sector workers in Central Visayas benefited the program.
